because so far i have Image Design 4-4-3-4 and i cant seem to do them, is this correct? is it a masters only thing? and if so, why get the xp for it?

Novice Image Designer and up can migrate stats; however, no image designer can migrate his or her own stats. That may be what's confusing you.
