I have heard that an Image Designer can change your characters name if you want. Is this true...at all?

This is false. Nobody can change your name except you (by deleting your toon and making a new one) or a CSR (The only do it if a name violates TOS, not by request)

A Friend of mine told me that he got married in galaxies and this girl changed her last name to match his. Was this ever possible, or did he lie to me?

Changing of first and last names is not possible in SWG. She may have written into her bio that her name was changed, but above her head, her name would have still been the same.
