I think image designers should be able to make people covert instantly, not wait for an hour for the recruiter to tie up loose ends. I think that's how the profession started out anyway, for disguises in covert operations. It would add a lot of desirability for the IDs, and make it more than an asthetic profession.

There are many people who want to go covert quickly at times. And going out to die to become covert can be annoying, as well as not very roleplay oriented. Perhaps after an ID reaches a certain level any modification they make will turn someone covert, as an innate ability of the designer. Or it could be an activated ability with no need to change the person at all, since people can get so attached to how they look.
