can image designer change tattoos? I have one on my face at the moment which is red and makes me look like rudolph. If so is there someone on bloodfin that can do this for me?

Yes, Image Designers can change Zabrak facial tattoos, but there are no new ones. You might try posting this on Bloodfin.
