Nope. At this time, the only tattoos available are for Zabraks. Hopefully at some point in the future it may change.

If you are curious about tattoos other than the face ones that are currently available for only Zabraks, there is an early 360 degree screenshot of tattoos other than on the face that can be found on the main site, under the galaries link. Granted that this is an early concept idea that didn't make it in to the initial release, but it shows that the developers were thinking of it. I am hoping that they will eventually bring it back into the game.

If you rotate the screenshot around, there is a male zabrak standing next to the female that has line tattoos on his arms as well as on his head. Quite interesting, but sad that they didn't put it in the final release of the game.

In fact as well as his arma having tatoos, his head tattoos are all over his full head, not just on the face section. That'd be another nice addition to stop all Zabraks looking the same from behind!
