Once you hit master ID or before are you able to give humans blue skin? I've seen humans with the goth white skin and was wondering what other color options become available. Or is there a new updated list of what colors and styles we get with what skill levels?

Check the useful links in the stickied threads. I am sure there is a link there that will take you to a site that shows all of the pallettes.

For some reason they thought that shades of clammy white and pukey greys would be the most useful ID colours. I haven't used many if any of the new colours for human skin besides black and white. The rest all look the same and I can't picture them looking good on any character... interesting colours are right out.
It would be really nice but totally unlikely to see our pallettes arranged in a nice RGB/HSV format, like a tiled version of the windows colour selector. They've done a good job for hair, but skin and eyes are still pretty uninteresting in my opinion, at least for humans.

I IDed a milky white skin with dark blue hair and make up once. It looked... nice, like a Delft blue figurine, if that means anything to anyone. Incidentally, have you seen the amount of shades of whitish grey you can choose for Zabrak horns! Woohoo, party time!

Hehe, that's my current look actually I think. Kinda fun.
Had a blast when I noticed I could colorize my skin to look like a dark elf.
