The short answer is: Because the DEVs royally screwed up Image Designer and thought it would be fun to make us all go through a lot of work to reach Master ID only to learn that it was a pointless endeavor that hardly earned us jack squat.

I personally think there shouldn't be a master box for image designer, now before you go all loco on me, hear me out.

Have you ever seen a specific place in real life, such as a place that ONLY does nails and manicures and such, or maybe just a barber, I know I'm not gonna goto my barber and ask for a height change and some new contacts and to get my tatoos changed, now while yes, there are many hairstylists out there who do more than just hair, there are still people who JUST do hair. This would allow people to be exactly what they want to be, sort of like how it is actually. Now, you could move bust size and body into the 4th level markings box, and that's really it since master doesn't give anything else. It sort of already is like this, but well, does it make sense for a hairstyling expert to not be able to change someones hair to a way some guy who can also do nails can?

Sort of just a rant I just came up with, all in all it's not much ofa change, it's how things already are, but it's mainly a request. If the devs add in new hairstyles, make them for the hairstyling levels, I know I don't want to have to use 25 points just to be able to get master for that one final hairstyle - then again, they probably will do something retarted like that to make me people be happy for getting master, in which case I'll probably give up my money-making professions and re-become a master id...yay.

mindless ranting is now off.

Um. I think the system is already the way you describe it.

At Expert Hairstylist (Hair 4) you get all the styles. There are no additional hairstyles at master. Many IDs master the Hairstyles line first, because that by far is the greatest number of requests we get, and that XP and money can fund the rest of our skillboxes that no customer honestly wants. For every 25 hairstyle requests I get, I get one person who says, "Gee, I made an ugly character. Can you fix my jaw?" Nobody, nobody requests Age from me.

As far as your argument about specialization, there's no equivalent clothing shop that sells tuxedos, ball gowns, lingerie, casual clothes, military-spec camouflage, and pre-starched business suits all under the same roof. There's no doctor who specializes in toxicology and virology, surgery, and biochemical medicine assembly. There's no armory in the world that carries the top of the line in brass knuckles, swords, ranged weapons, and high explosives, rocket launchers, grenades, rifles, flamethrowers, axes, and knives. Our master ID box is based on the template of all other master skillboxes game-wide. Specialize if you want; dabble if you wish; master if you dare.

The only trouble I have with master ID is that it's almost impossible to find customers until you reach master because all the stuff that people want is so high on the chart. Everyone wants those four or five master hairstyles and unless you have them, they don't want to talk to you.
