I don't know why the devs decided to give this ability to the rangers, but my guess is, that they simply went for the best compromise from their point of view. Rangers allready got a crafting skill with all the code being their it was probably easier to implement this thingy for them. For the ID they had to implement all the mechanics for crafting from scratch (ok most like from copy and paste, which would have brought new bugs for sure) and only for one craftable thingy?
As much as I would have loved this to be on our ability list I can understand the way it got implemented.
And let us be fair: Our poor Ranger-fellas need some dev-love, too ![]()

Techno why would you want'camo/cover' for an ID skill?!?! ![]()
It has always been a Ranger skill. They just made it so anyone can use the packs.

Techno, camo can protect you from faction scans but it is buggy. I have not sacrificed any guildies to test it out post-CU though so this is not 100% fact. My Wanderhome MID is actually married to a Ranger (/halo) and when he used to camo me (pre-CU) I could walk overt into a squad of storm troopers and they wouldn't even blink.
(something about that sentence seems naughty but I am not sure why...)
Months and months ago when Rangers were hoping for stealth there was much discussion that Camo/stealth should protect against creatures and Smugglers should have a disguise ability vs. NPCs. I always thought this was better off in ID though, since they are the masters of altering physical appearance. I may be biased however.
Sorry, couldn't resist adding to the hijack! Masterim you have a good point I think, disguises are something that has been thought of and suggested on the ID board many times, by totally unrelated people. That is usually a good sign of a logical addition to the profession. And Rangers: Shoo! No one is attacking you here!
