We will never ever ever ever ever be able to change players' species as an ID. Whether or not this is something they'll be offering as part of the respec, I have no idea (although I SERIOUSLY doubt it, as changing a player's race does ALL sorts of crazy things, you basically get rerolled) but I know that this is not an ability that will EVER be given to IDs. LucasArts shot this down some time ago, and forgood reason.

"...Classes and species are being entirely reworked, to the extent that players will have the option of choosing entirely new ones once the update goes live. Players wanting to change their species, it should be noted, will have to enlist the aid of players who've progressed through the image designer career path in order to effect that radical change...."
Hmm. I wonder where Gamespy got that info? Changing species, much less an ID doing it, has always been answered by the devs with a big, fat NO! Has that changed? Hmm.

What bad things happen if you change species?
And I don't care about things related to unlocking the Jedi slot.

It can just really get messy, rememberTrue-Shot? I know I know that was related to Jedi mostly, but still.
Anyway, I don't know what in the world is going on here. They've always said 'no no no no' to species changes, and now they're changing their minds? I wonder if it'll be a one-time thing.

True-Shot stuff was totally Jedi related.
Maybe those of us that are bitter about some species being gimped finally got our voice heard.

Don't get me wrong, I'm not against this idea as long as they do it right. I'm glad people will be able to make that change, considering all the stat changes going into effect.

I don't mind the idea of being able to change species either. We were just always told flat out no way ever that it would happen. Not race, not gender, and not last names either. So sayeth Lucas and all that. And I understood it to be a coding nightmare to try...
Now, if it's a one-off for the CU, that's one thing. Drastic changes to stats and all, many people will be very unsatisfied with species restrictions. However, the quoted article implies this will become a new added feature availiable in the Image Designer skillset.
That is what has me gobsmacked.
Will it be just species changes? One time only? A new ID skill? Gender changes too?
Names are another matter. Too many database things tied to that in different ways than race or gender.

I'd rather be able to ID merch vendors than change species. It just seems... wrong...

yes, this seems more like a species respec then a nice new ID ability.
