+3 bleed resist

+3 rifle speed

how do i get the rifle speed to stick? i have heard many different things, i heard that getting a +5 bleed resist and socketing that would negate this +3, and i heard that putting a -1 would make the rifle speed stick... who knows for sure? and has tried it??? please help
