so i glow after gettign all POI badges, one profession, and 4 theparks done.

now that a glow i will get a visit formk that sgitty old man. I do the village stuff and unlock my branches. At what point do i get my second character?

You unlock your second char slot after you complete your 24 FS skills.

Will my new Jedi character be limited to the Jedi Professions?

In other words, If I am TKM, and working on Artisan and I get Jedi. Can I Keep TKM and continue on to master Artisan? And then later, whenever, start learning the Jedi skills?

Once you get jedi you keep all the skills you have - how you wish to use your skillpoints is up to you. Jedi skills do cost skill points just like the skill boxes in regular profs, only the branches take different amounts of skill points than regular profs. You can keep your tkm, etc.
