Thread: Do Skill Mods Work All The Time?

I am sure many of you will cringe at this newbie question (but hey, I AM a newbie). Currently (my first character) I am working toward Teras Kasi Master. Looking at other skill sets to gain that might assist me in my fighting endeavors, I noticed that a couple of lines in Fencer provide Skill Mod bonuses to Melee and Ranged Defense and Dodge. Now, to my simple mind these seem to be obvious things that a melee oriented person might like to be better at. So my question is simple: If I train in Fencing to gain these skill mods, will they still apply (that is they will function as I expect them to) when I am NOT wielding a sword but my trusty Knuckler instead or do these Skill Mods really only apply when one is wielding a sword? Ifthe answer is yes they will work, then is there any reason (other than I must watch my points) NOT to do this to make myself a better melee fighter? I thank you in advance for your studied (and anticipatedly expert) advice.

Block/Counterattack/dodge are all profession-specific. They can stack between melee/ranged classes that use the same type, i.e. Rifle/Pike block, Pistol/Fencer dodge, Carbineer/Swordsmen counterattack. TKA has a separate variation that does not stack between any other and has a chance to do all 3.
Toughness is profession-specific.
State defenses, melee/ranged defenses are active all the time no matter what weapon you are holding.
