1st question: do they stack?
2nd question: why are the movement mitigations 40% and accuracy mitigations 80% at master, yet there are no penalties?
3rd: i'm thinking about getting 4040 rifleman/4004 pistoleer. this turns out to be 100% rate of fire, 90% accuracy, 40% movement; would i have encumbrance since i wouldnt have a master prof?
just wondering, any information would be appreciated.

Not too sure, but the mitigation is per piece not for the whole suit. So two pieces with 30% movement penalty, and your mitigation is 30%. You should have no movement penalties.

Armor mitigation skill mods do not stack (even across multiple professions), only the highest is in effect. So if you have 40% Battle armor movement mitigation from Master Swordsman and 30% Battle armor movement mitigation from Doctor, your character has only 40% mitigation, not 70%.
The armor penalties don't stack from multiple pieces, either. You take the largest penalty of all the pieces you have equipped. So wearing 8 pieces with 20% movement hinderance is still only 20% movement penalty.
{This next part may be a little fuzzy, since I've really only been playing TKM since the CU}
It's my understanding that each "level" of crafted armor (basic, standard, advanced) has a hard-coded hinderence. So basic recon armor may have a 10% movement hinderance, standard a 20% movement hinderance, and advanced a 40% movement hinderance. At Master Pistoleer, you get 40% recon armor movement mitigation, which will negate the hinderance from the advanced-level armor (the mitigation is subtracted from the hinderance to determine the actual penalty). At Pistoleer 4004 you get 20% movement mitigation, so wearing armor with 40% encumberance will mean you'll have a 20% movement penalty. You can either take more skills to get higher mitigation, or wear standard armor instead of advanced.
When dealing with unsliced armor, a Master's mitigation should remove all the hinderance. Slicing for increased protection will increase the hinderance, which may push it above your possible mitigation.

guide for testing if hinderance on diffrent armor pieces do stack:
1. get a toon with only the novice BH, SL or Commando skill
2. buy a capped assult trooper armor7000kin/5000energy/6000spec (60% hinderance on armor movement)
3. create two waypoint approx 500m away from each other (called it A and B)
4.run from A to Bwithout armor ( stop your needed time)
5. run from A to B with only one piece of armor ( stop your time)
6. run from A to B with the full suit equiped ( stop your time)
(always runthe straight way fromA to B, if you run from B to A the time might get corrupt)
7. compare and post the times here.
and your question will be finally answered
