As far as I know, there's no official date yet.

Just sometime early this year.

i looked in other post but could not find an answer can BH track jedi on the planet the expansion in on?

Nobody knows. If SOE puts instanced areas on Mustafar BHs will probably not be able to track, if its a planet without instanced content BHs probably will be able to track.

They said in the Stratic's chat that they weren't instancing it off. I think small parts might be instanced but I can't remember exactly.
