I think you need the next rank in the Forums. I believe you get it at 100+ posts and a month or 2 of membership

How can I get colors and fonts into my sig? I tried looking at the help and that was useless. thx

I believe it's 6 months minimum.

Ugh, that's assinine.

As for the ability to put colors in your sig, that might be rank dependant too. But the easiest way to do it, is open up the editor for a new post, type up what you want for your sig, then click Edit As HTML, copy & paste that into your sig and voila!
