Hi all just another thing to try, i just logged out for 1 hr just outside my player city then when i logged back in 1 min later he was there, i gave this advice to a friend and the same thing worked for him aswell.

One good point that Lucifer made that I failed to make clear...
I DO think that the encounters are somehow related to loading, whether that by through planetary transfers or logging in and out.
It appears that after the "timer" goes off, it appears you need to reload for the encounter to happen. Whether you travel or logoff/on, I think reloading periodically(not continuously, but periodically) will help make sure you get the encounter soon after the timer runs.

Logging may do the trick, but I think you just have to ping the server somehow to let the computer to know where you are once you're turn is up. I went and gained a location badge andthe moment, and I mean the moment I hopped off my bike and got my new badge, he came at me from off in the distance. When I get home tonight, if the sith don't attack me right away, I will try the same thing. Don't know if this helps, but I believe you just have to somehow tell the server where you are when the time comes. Logging would do the same I think.
