I just picked up the Third Story Arc today for the Rebllion. I hear if you can find someone who has the old message fragments you can get one of the other badges.

Still possible to get the last badge, at least 2 weeks ago when I tried with a new char. Think I started the reb quest at the coordinator outside cantina, Tyrena.

you can get the first alderaan badge but requires a set of the now extinct encoded disks. However, people still sell em sometimes. Just gotta keep an eye out for em.... They are "encoded imperial message 1-4" and "encoded rebel message 1-4" i think
the 2nd is impossible to currenly get i think.

the 2nd is impossible to currenly get i think.
That is no longer true. It may have been at some point, but now you can loot all 4 disks from both imp and reb sets off of meatlumps, and all you will get for your trouble is about 1k creds.

No, you have your facts wrong. You can loot "encoded Rebel plans"and "encoded Imp plans", and turn them in for 800 credits and 60 faction points, so they are basically, worthless. But not messages.

DO NOT BE CONFUSED BY "IMPERIAL PLANS", "REBEL ORDERS", OR "IMPERIAL/REBEL TRANSMISSION" IF IT DOES NOT HAVE ENCODED IN FRONT OF IT, IT IS NOT A CRIES OF ALDERAAN DISK, AND WILL NOT GRANT YOU A BADGE. ANYONE WHO TELLS YOU THE CRIES OF ALDERAAN DISKS STILL DROP IS EITHER MISINFORMED OR A LIAR(Usually the former).
Of course, depending on your server, there may be horders who still have a complete set of CoA disks, and can sell it to you.(Expect to pay a LOT. I'm talking several AV-21s LOT)
And yes, you can still get act 3 without problem. See my Rebel Quest Guide[sig] for a brief guide on how to do it, if you're a rebel.

Hate to say it but this is no longer true- tested it 20 min ago myself on Tempest with the 'rebelevent1' (which is the combined set title)disc set for the one set I had saved to try and get the badge and the recruiter spat out some garbage like "thanks for these really important plans, we'll see what we can do to try to prevent this, blah, blah, blah....".....and then proceeded to give me 1089 creds for it, lol (not), no badge, not even an FP reward. So I would say that it's safe to assume that at least the act I badge is no longer attainable, will verify act III as soon as I get my Hutt faction fixed (-5000) ugh 
Editorial side note, are they just trying to suck whatever's left that resembles content out of this game? I mean, not even FP (though that wouldn't have pleased me either- I wanted the badge /sigh) as a reward for collecting this data? This would be fine if they recycled the story and changed the badge name, just so the true "super-vets" that chose to do the story when it first came out waaaay back when would have something to show-off and say "yes, I was here at the beginning" but with no new content coming in, this is rated as a disappointment in my book, maybe they should go ahead and change the game name to "Star Wars Grind"- at least they could keep the SWG moniker.
