do ANY of these skills actually work? Whether its passive + to stats or rally etc...

Some of the specials, yes. In general, once they disappear off your Group List (defaults to top-left), they don't get any of your active bonuses (/rally, /steadyaim, /etc). Passive bonuses are planet-wide, maybe even galaxy-wide. Also, some commands like /boostMorale and /retreat seem to be planet-wide also.
It should be a simple matter to test this, but it's not in the FAQ's that I saw.(2) Has anyone suggested to the devs that the maximum default group size should be, say, 5 people and that squad leaders should be required for larger groups (up to the 20 group size cap)? While some of the skills intrigue me and seem useful (except Volley Fire, because specials can't be used :),, I could go on without taking up the profession and still lead raids and have fun...but if permitted group size were tied to leadership ability then I'd feel compelled to take up the profession.
Well, no one's suggested reducing group size, but alot of people have suggested that a SL should be able to lead groups of 30-50 players (for large scale raids), or perhaps create subgroups led by lesser Squad Leaders.
If this has been suggested, what have the devs said in response?Thanks for your answers.
My understanding is that a group size in excess of 20 is a problem for the devs...but a 20 man unit seems like a lot for a Novice Artisan to effectively lead.
On the other hand, I'm sure the devs would hate to deal with the wrath of the player community if they made Squad Leaders that useful.
Similar ideas would be:
(1) A non-SL can lead a group, but only a Novice SL or higher has the ability to make every group members HAM visible (along with incap and death)in the group list. (Again how is a novice artisan keeping track of the HAMs of each member of the group so efficiently? Though it makes sense that a trained SL might have the ability). At Novice perhaps only the SL could see it, and then a higher skill box could make the information available to everyone in the group...though I prefer to make it visible to everyone right away myself.
(2) At some higher level, a SL could make different states (Dizzy/Poisoned/Diseased)affecting group members visible in the group list.
Other players could still see the HAMs/states on themselves, and on other group members by individually targeting them ... but only a SL should have the ability to make such things visible at a glance.
Again though, since every player has this ability now, they'd likely scream to high heaven if the power was restricted to SLs.
Yes, as long as you are grouped.
And to answer the next question:
Yes, grouping with a droid or pet is enough, too.
