He says he has no mission in his data pad, and has the themeparks finished.

But yet he cant get a quest to start the Vette mission?

Hapened to me before, it means that you are already doing the vette quest from another npc, you can only have one vette quest active at a time. he must have visited a difrent vette npc never finished or cancled the quest and forgotten about it, he has to return to whatever npc he got the quest from and cancel it. It dosn't matter if he has other quests open from normal npc, he just can't have anpother vete quest open.
