I did notice a gadget dealer behind the coronet starport but he would not talk to me yesterday. Maybe he is the one who will give out the recycle kits.

That gadget dealer has something to do with the Phase 3 FS Crafting Mastery quest - the player takes looted computer part he got from downed spacecraft to this dealer for something, I forgot what. lol

Nothing to do with the new recycle kits, in other words.

Its actually phase 4, but it is a village quest, yes.
