The only exceptions to the Occupation System are the Stronghold Cities, and player owned cities...Stronghold Cities never switch factions and will always be a safe place for Combatants from factional confrontations.
Galactic Empire
* Bestine, Tatooine
* Bela Vistal, Corellia
* Theed, Naboo
As we have seen, Theed CAN AND DOES switch sides to Rebel.

Bit out of date TH?
Strongholds are Bestine, Bela Vistaland Deeja Peak for imp, Anchorhead, Vreni Island, Moenia for reb. (the ones listed were the original strongholds on TC, changed before it went live)
Speaking of TC - can we please get TC-Prime back online today?

Oh - probably should add the fact that the local police forces are not neutral and are bugged. Two easy examples - imperial troops will still enter rebel held cantinas and police in Eisley are actually imperial aligned and as such will fight with rebel forces if rebels hold tatooine.

You post a CGW Guide - when the next thing after the CU (and the smuggler revamp *sigh*) was supposed to be a revamp of the CGW, as DEVs have said more than once?
So we can obviously scratch that revamp as well.
The current system is broken, Jedi dominated, i wont touch it with a ten-foot polearm atm.
And if it'S still in the works. MAybe you would care to comment.
