I have tried the Naboo Space Station for getting the mission that when finished grants landing priviledges at Emporer's Retreat. I have tried Tatooine Space Station for the same thing for Jabba's Palace. Neither will give me a mission for these. Is there a special faction level or pilot flight level or something before you can even get the missions?

To land at the Emperor's Retreat you have to be off the Imperial Inquistion,b/c they are based from there(it was annoying riding 5km there after every mission).
Jabba's is I believe Smuggler's Alliance,same reason.
Ditto for the Reb Base on Dant/Rori(even though the Rori one is a starport anyways so it's meaningless).

RSF Neutral Pilots get a mission from the Naboo starport that lets them land at the Emporer's Retreat.... I also heard there's a quest that starts at the retreat that any imperial pilot can take to get permission to land there.

Jabba's Palace is automatically granted to any Smuggler's Alliance pilot at some point, I was 4333 by the time I realized I could land there, so I don't know where it's granted. The entire third tier of pilot os given at the palace though FYI

I know my Rebel Tier 3 Smuggler can land at Jabba's Palace...don't know if itis because I am a Smuggler or have done the Jabba Themepark.

I think it's from the Themepark. I noticed I am able to land at Jabba's from space. But I cannot use "travel" to get there.

I found this linkin the Pilot FAQ about how to gain access to the different themeparks. For Jabba's park if you are Smuggler or BH you get to land at Jabba's without needing to do anything extra.

i did hte quest to land at the rebel base on dantooine and found I could stilll and there as an Imperial... very handy for getting a vette ticket too
