I have no clue anyone know who I talk to in order to get the master trophy hunter bol skull?

Talk to Mat Raggs in Mos Espa... he's somewhere near Watto's Junk Shop I believe (not next to it, but a short distance away).

I dont know if hes still there, but there was an NPC in Mos Espa named Mat Rags, he's the guy that gives the quest to get the Bol Skull.

He's there, did the quest not too long ago. Don't have the waypoint anymore. Try searching the forums for Bol Skull quest, or Hunter's Quest. And check the stickied threads at the top, there may be a thread that lists all the quests and rewards. Good luck.

Or just walk around town looking for the guy with a bad attitude with a few very little skulls on the ground around him.

Here is abit of trivia: Did you know that Mat Raggs was an NPC in the Episode 1 Video game? In one of the Mos Espa levels using Qui Gon, you can meet Mat Rags and talk with him about his amazing hunts. If you even say the right things he'll give you a Krayt pearl as a gift,..... never really found out what to do with it though
