Finally instead of naming the file user.cfg I typed USER.CFG (Caps) finally it works
What probably happened is when you saved the file in notepad.exe it saved it as user.cfg.txt and there's an option in Windows Explorer that says "Hide extensions of known file types" that hides the .txt, so the file looked like it was named user.cfg when it was actually not. When you renamed it in Windows Explorer it renamed it from user.cfg.txt to USER.CFG, removing the .txt.
In notepad before you save the file, you need to change the setting near the bottom of the Save As window where it says "SaveAs Type" from "Text Documents (.txt)" to "All Files". That would have solved your file name problem from the start.

and change it to 100. (and save the file)
It works perfectly for me and since the desktop settings and SWG settings match it stays in the same video mode when switching so it's faster and easier on the monitor and everything else.

/agree it is kind of a pain, but since I have only felt the need to do this twice in the last year and a half it is not too big a deal. Plus I am afraid to change any files in my computer since I know too little about them already.
