I agree with what you said. I think there should be more types of guild halls and change as the number of members grow. What about the pa once declared goes according to the faction. If it is rebel, aimed at the rebellion, neutral would have some thing, and imp would be aimed towards the empire. I think PA halls need some type of revamp. There are more discussions in the profession forums on this stuff. Check it out. Has some really good ideas.
