I was driving back from the research facility to the starport, having just finished the last prerequisite quest ... stopped to kill some tulruses, and he appeared beside me. Was probably <10 minutes after finishing the last quest.

For me it was almost instant - he said something in spatial by the time i read it he vanished - i waited another 2-3 min and he reappeard a few feet away. try getting a quest that finishes outside of the minng faciltiy as your last one.
