Not being at home and as a result not being able to get into the knowledgebase in the game, I have to ask.. do you recall if it mentions about a single stat skilltape? I have run across a few -1 modifiers where they were the only modifier on the tape..

The customer service help database is wrong, then. The skill enhancement with the highest number is the one which will take effect. If a tape has two enhancements, both with the same number, THEN the first one listed will take effect.

Currently skill tapes work like this:only the highest mod on the tape will have any effect. When there are two equal value skill mods on a tape, I believe it will take the one that is listed first when you examine it.
So when you use that tape it will make your piece of clothing +4 pistol speed and +7 unarmed damage.

I was hoping to get the +9 speed in somehow. If I had put the -9 pistol speed and +7 unarmed damage in first, then the +4 pistol speed would that had made any difference? Or would I need to find a +8 unarmed damage to get the +9 pistol speed?
From that skill tape you could never get +9 pistol speed no matter what the other skill mod was. If it didn't have any other skill mods it would be a -9 pistol speed tape and be absolute junk.
Negative skill mod tapes are useless unlessthey haveanother skill mod on them, it would be better off to just destroy it.
