Do you need to survey in order to place these? Or just throw them down anywhere?

A fusion Genny is essentially a harvester of radioactive energy. You 'can' drop it anywhere, but you should survey to make sure the required resource is actually there 
Same as any other harvester....

You can just throw them down anywhere, but then you are running the risk of putting it on a spot where there is no radioactive.
For example, there hasn't been a spawn for radioactives on Tatooine (server: Infinity) for a while now.
For the best result you'll obviously need to find the best spot, but if you are static harvesting, like myself, you'll just plonk it down next to the other harvesters.

How do Solar harvesters work? The same as any other harvester?

Yes, they collect solar energy, power. You need to survey for it.
