I have heard about these "legendary and secret weapons". Just how do you aquire them, are they radom drop off mobs are can they be randomly made from Players.... Also are we able to name them if we get one if not i would love to suggest that and as well color them

no you cant change anything about looted weapons except getting it sliced.. There are exceptional and legendary weapons which drop off random MOBs but you'll get a better chance with higher level ones. There are schemtics you can obtain by doing various quests which weaponsmiths can use to make weapons they normally couldnt.

Wow thanks bunch just wondering well guess its time for some more Janta and Monnk missions =) lol anyways i hope SOE thinking about making them more customisable to the player =)

Janta or Mokk probably won't give you very good chances of looting Legendary or Exceptional loot.
