I've noticed a lot of people wearing a sleeveless tank-top/vest in game, but everytime I ask someone what it is, I get ignored. So I thought I'd go shopping, but no Tailor (regular or BE clothing) carries it on their vendors... is it a quest based item? Is it only wearable by males?

Several examples of the item can be seen on today's 'Screenshot of the Day' (Sept. 30th - Image 429) if you don't know what I'm referring to. The gentlemen in the pink hawtpants to the left, the person with the mowhawk (and his friend to the left with the waypoint arrows over his privates), and the person in the foreground dressed in white are wearing it.

Can someone please tell me what it is?
