IF I DELETE A CHARACTER CAN I CREATE A NEW CHARACTER WITH SAME NAME OR NEED TO WAIT HOW LONG?

You don't need to wait once it's deleted, but I'm unsure if it will let you use ALL CAPS LOCK in your character name.

If you use all caps lock to post a forum message or in-game, you have to wait at least 3 weeks before you can use that name again...

yay thanks for answers

ok i start all over because i change the race

and i wont pick the same name but i might do some testchars before to decide if i like the current race , all testchars will have the final name in case i want to look like that i just continue them
so if i do a testchar and change my opinion and change race and try same name and doesnt work anymore i would be busted

Yeah you can do that. If you delete a character you just made, you can get the name back in 5-10 minutes. So you can experiment all you like
