So I do the firsts 3 patrols (for the guy Whip told me to talk to) after the 3rd one he says something like "the sith have evaded our patrols come back tomorrow....blah blah blah". Well I did those yesterday and came back after server reset I went back and got the same message....so am I gonna have to wait 3 friggin weeks to finish or is there something i'm doing wrong?!?

you have to wait a full 24 hours befor you can take more missions

Yup 24 hours so it will take you 3 days.

Ive also heard that it is 24 hours (not counting server down time) from the time you start the quests, not when you finish the third one. I am not sure about as I just started the quests yesterday.

From my experience it is a full 24 hours from the time you finish the third mission of the quest.
