you have to go across the bridge from the cantina, /targ Jom when you're in that part of the city

oh all you do is talk to an NPC near Kor Vella, he gives you a code to deliver to someone at the Rebel Hideout, you have 20min to get about 4km. You'll get ambushed by NPCs along the way, but unless they knock you off your bike you can just ignore them

You talk to your contact at the Hideout and thats it.
