This happened to me yesterday, i gave up after 6 Preists.BUT today i logged in, killed 2 preists, just after the Preists was dead i found a guy who was just killing the "Zealot's" section, i grouped with him to help him kill them, the Preists had been dead 5 or so mins by now, we quickly rushed to Jurel, he was given the "Kil the Prophet" part of the quest...we got back to the Prophet spawn point , yes you guessed it, he was there the Prophet.

Maybe luck, i dont know, maybe Jurel triggers the Prophet spawn IF the spawn is clear at that time...i dunno m8, just trying to give info from my experience.
