I am a Novice marksman,
Where, who, what do i purchase a mount from as a pet deed says i brought fromthe matket saysi need to tame the animal

First make sure it one of the animal models that can be trained as mount. Here are some examples: carrion spat, kaadu, cupa, bantha, brackaset, dewback, falumpaset. As a non CH you can 'tame' it but it will be a baby, stored in your datapad. After about a week it should be grown up enough to be trained by a Creature Handler to be a mount. I'm not sure if the Trainer needs to be a master CH or not.

Mount training is the Management IV box...it lets you use the title "Pack Master" (I'mpretty sure that's the title, but for some reason, it looks silly to me right there in writing. Go figure)
Anyway, yes...the critter must be one of the handful of mountable animals, can't be over level 10 when full grown and must be around 70% grown (or level 7, whichever comes first) to be mount trained.
