Say I have a toon on Bria, can I duplicate that toon on Lowca, and still keep both toons on both galaxies? Or does 1 delete the other?? Basically, can I clone a toon on 1 server to another, or is it straight transfer and you loose your toon??

You lose the toon. Unless you do the transfer in 3 steps. First move the Lowca dude to a any server besides Bria and Lowca. Then you move Bria to Lowca. And then move the char origianlly form Lowca to Bria. This is how you swap servers for characters.

I don't get it. Let's say I have my toon on Bria which I want duplicated on Lowca. How can I keep both toons on both servers with full skills? Explain the steps to take.

I think Matt thought you meant that you already had two toons and wanted to swap them around server-wise.
From what I understand from the corporate legal-babble on the transfer page the transfer is just that, a transfer. Your toon on Bria would be deleted (along with everything that they own) and a new toon would be created on Lowca with the same appearence and skills.
No items or credits can be transfered, not even badges... you lose them all.
