I am a NOOOB so shush with the flames
Did I miss it, or is there no skill to maintain items so they don't decay?

You do not maintain items per se. By insuring your items they will decay less upon cloning. You can also buy weapon, armor, and clothing repair kits that will repair your item to 100% but will reduce the overall condition. So your weapon may go from 457/998 to 600/600. This is a crap shoot though, in which you can increase your odds by using a tool with a high rating. I do not use anything under 98 rated tool. Even with the best tool there is a chance of complete failiure, and when it fails it is done for good. Clothing items that decay will not lose their functionality although, that might change. The only thing you really cant protect are your no repairable items like crafting tools, survey devices, other general item stuff. When these reach 0 condition they are unusable in most cases.
As a note though, it has long been a myth that master armorsmiths, weaponsmiths, and tailors have a better chance of repairing an item.....this is not true, it all comes down to tool rating and then a dice roll.

or I guess just never die 
it's better then UO where you have to go get your stuff back everytime you die. Although I haev no problem running around with only stuff I can make so I don't lose anything and nothing can decay.
