I posted this on Page 78 of the Hermit Quest thread but thought it might help someone out to make it more accessible.
After a few days of tracking the spawn points given on the guide for the pirates and having no luck whatsoever, I decided to come up w/ a way to ensure I was able to cover the most area without any gaps. Taking someones advice of starting 1000m outside of the ranch house (5000, -4700), I drew a picture that would help me accomplish my task more efficiently instead of haphazardly wandering around a barrage of waypoints using areatrack.
Starting at any of the points on the circle, traveling in the same direction to all the connected waypoints, and areatracking at each waypoint I made sure I covered or at least was able to track the entire area of the circle and then some. The drawing is pretty much to scale. The gray circles are the theoretical tracking distances (500m) of a Master Ranger. As you can see, there is plenty of overlapping. Simply put in the waypoints on the drawing, follow the lines to the next waypoint, and track at each waypoint. I found the pirates about halfway through this process.
Just thought some of you that "have tried everything" might consider this if you haven't already. Another thing I did was kill all the Imperial NPC's I came across as well. I was told that they will attack/capture pirates if they are within range.
Remember to tell the Pirate Leader you will help him. Then betray his cronies by helping out the rancher's wife. The guide somewhat confused me because in the conversation w/ the Leader, I had the option of telling him I think they deserved what they got and he proceeded to kill me. Luckily he was there when I came back and respawned so I could finish the quest the way I should have in the first place.

Nice work. Thanks for the graphic and the WP's
I've already found them but I take players with far too much money on "hero hunts" for their badges

I'm basically doing the same thing (for 4 nights now) but to no luck. Same areas. I have 2 concerns:
1) I think the spawn is definitely off because of the increased faction spawns from the recent patch. Other ppl at the ranch are also complaining so we are agetting consensus here. I believe the spawn timer and/or spawn area is fubar because of all the increased GCW and other faction spawns cluttering up the landscape.
2) not a master ranger (track2, although about to make track 3 from so much work on garbage mobs
) have to find the distance less than 500m equal to track2.

I found the pirate leader completely by accident last week (at 1950 -6251). He had a little HAM missing andno other pirates with him (although there were reb NPCs near by).
Unfortunately I had no buff and had beenfighting something (had little HAM and no Neutron with me), I was worried about the possiblity of someone else finding him so Iattacked anyway - when I attacked he killed me. I went straight back with a buffand he was still there, with two 'bandits', not the pirates I hear about (him killing me must have reset)Did the business and got the badge no problem.

Well, when I did find my pirates a couple of months ago they were about 750 south AH. Thats almost 4500m away from ranch. So fyi they can be almost anywhere it seems.
Nj, btw

After looking all this time, I bet you've seen all the spawns. Type in all the waypoints in the guide, and do the sweep. Look for 3 red dots equidistant. Think perfect triangle. It's an odd shape next to the 5's and 6's out there.
