well, in the first link under notes it says

Neutral Corellian Corvette quest item found when doing the quests to get the travel ticket.

since it says its lootable, i assume you loot it from one of the 3 places you have to go to get the neutral corvette ticket

I looted somethingwith a name like"Bounty Hunter Psychology" but longer. It looked like your item, which is a Component Analysis Tool. I destroyed it since it didn't do anything.
