you cant give a weapon dots or skill mods they must be either looted with the mods already on or certain limited use schems like the fetherweight fwg5 schem that lets you make so many guns each of the guns will have skill mods or the modified republic blaster also the schem can opnly be used so many times but it has a dot. so a simple answer is you cant unless you are a weaponsmith and have one of the schems that makes a weapon with a dot on it.
