I've heard rumors where having +25 exp. in CAs will benefit you over +20. Such as being in Research facility cities allowing you to use this last "half" point. I was wondering if there is any truth to the rumor.

Well, for Jedi that only have xxx4 LS and not MLS, they need +25 to make a 10 point saber. Also, Human artisans need +25 if they want to get the full 14 points of experimentation (only for human artisans.)
Beyond that, the only bonuses that you would maybe slightly see are in the assembly bonus CA's.
