I have been looking forever and can't find any

Try the area about 1-2km north of theed. There's a battlefield near the beach and i see them there pretty regularly.

THANKS! I went there and BAM! Peko Peko Albatross right away. I killed it in 5 minutes flat and got ELEVEN feathers Thanks again!
