Or do you mean Naboo's "Capitol building" where the politician trainer hangs out? That's actually in Deeja Peak, not Theed, near the "back" of the city (from the point of view of the shuttleport). On the overhead map it has the same footprint image as a player city's City Hall.

To what exactly are you referencing? Theed Palace is to the west of the Theed Starport/Main Hangar. You have to cross a bridge or swim the river to get to it from the starport.
