If I'm understanding you correctly, you're asking if you can take a different quest?

The answer is NO.

YOu can only attempt 1 persons quests per village Phase.

Sorry, dude. If you can't finish the quest you took, you gotta wait for the next phase to do another one.

and in 2-d fase i can learh ranged speed/acc??

If I understand you correctly, the phases for the village last 3 weeks. So since the village started with pub 10 then the next phase theoretically will be on Tuesday September 21. You will not be able to learn Ranged accuracy as that is for the current phase and since you already did you one mission you will have to wait for it to cycle to phase 1 again. In phase 2 the only combat unlock will be for Melee Speed. To unlock ranged speed you will have to wait for phase 4.
