My guess is no or not as much, they are red to start, meaning they will aggro you first. But if you get in the positive, they might reduce attacking you as you drive by them, just don't go afk near them. Being red they will eventually attack you.

If you get it to 5000, then you can walk around Ft. Tusken pretty safe.

I remember a long time ago (we're talking several months)I was in a group on the Singing Mountain island on Dathomir killing the SMC witches until I had 5000 Nightsister xp. After not heading to Dathomir much for a while, I returned and found I could walk past aggressive red-con Nightsisters and not be attacked at all, save for one or two occassions.

Once you get 5000 faction (sometimes less), that faction will not attack you. Except for Nightsisters and Singing Mountain Clan. They themselves don't attack you but their rancors do.

I have 5000 Mokk faction and they attack me. Submitted a CSR ticket and they responded, "Working as intended. Aggro creatures should attack regardless of faction."
...
Lame. If they attack regardless, they shouldn't have a faction.

The answer is no. Tuskans will NOT attack you. I have killed enough Jawas to accumulate the needed 5k Tuskan FP. They will still appear red on your radar though. I have stood next to a few named Tuskens and posed for screen shots. I even dress up in Tusken garb and hang out at the lake under the fort with a fishing rod in my hand at times.
But remember this... Those Jawas hold a grudge!
