I have a nice set of Kinetic Composite armor and would like to get as much use as possible out of it ..
Is armor like weapons in that you need to repair it before it gets to 25% or it starts to permanently decay? Or can I wait until it gets down to 1/36000 before repairing? Does this effect the chance that the repair will fail?

The general consensis is between 25% and 50%. Below 25% and the chance of fail gets pretty high. The stats do decay below 25%, but they will go back up with a successful repair.
One more thing, armorsmiths do not get any bonus to repairing armor. Get the best tool you can and hope for the best, thats the only thing you can do.
