Let me guess - the loot bin had a rebreather in it. You can not loot rebreathers from bins anymore (unless - I heard artisan with exp 2 can). So once a rebreather spawns no more loot will be able to be obtained from that bin. Pretty common in the DWB - usually I loot that first bin every 10-15 min until the rebreather spawns. Have goten jet-pack parts, DE-10 barrels and schems and of course plenty of datapads.

Oh yeah, the rebreather is eventually used to craft the gas mask for the alum mines in the DWB. Not really needed though when buffed so don't waste your time as it replaces the helmet. These still drop from Henchman and other DWB kronies if you were wondering, just can't loot from bins.

Just to warn you, every time you open that bin, an SBD spawns.

From my experience, wether truth or coincidence, the first time it is opened per loot shift is the only time it can be looted.

My experience has been the first person that opens the bin may loot it.
If they leave what they find in there, no one else can loot it. Not sure if it stops generating loot or if it resets after a time (too busy running from the SBD that spawned).
