Is there a guide anywhere that can teach speed capping, stacking limits and all that? I see all those terms flying around, but I have no idea what they are, and how I can optimize my own toon. Thanks for any help.

Try the profession forum for whatever combat prof(s) you have?
I know the Swordsman forum has a sticky at the top with an exact layout of speed cap issue.

A few that I know...
TKA & Fencer: Capped at Master
Swordsman: +20 beyond Master.
Melee Speed FS = +12
Master Brawler = +5
Meaning easiest thing to do is get the melee speed fs line. If you go Master Brawler, you'll need a +3 or higher tape. If just Master Swordsman, you need a +8 or higher.
Rifleman: +7 Beyond Master.
Ranged speed is broken atm... supposedly you get ranged speed bonus from melee speed tree but I have this tree and I don't believe that I was capped when I was a Master Rifleman. You may need the tapes, until they fix ranged speed line FS line. Also, you can get +5 from Master Marksman.
Carbineer: I read that if you have the BH Carbines line, you are capped at Master Carbines. I have also read that BH Carbines line greatly enhances a Carbineer. Don't know exactly how much is needed to cap otherwise. Never done this profession myself.
That's all I know off of the top of my head.
