Mining Outpost on Dantooine in the cantina in the back room a the CorSec Neutral pilot npc. He gives BS duty missions. I don't think you have to be CorSec, but am unsure of that.

In the Naboo Palace a the level 4 trainer gives out Black Sun destroy missions. The other one is at the Mining Outpost cantina which is a capture and escort mission.
Any freelance pilot can do these missions as long as you do not have any other space missions in your data pad.
I think Dathomir spacestation gives out Blacksun missions, but they are lv3 ships I think.
