ok, first off, look for your combat rating by your name, if you an Elite Prof sucha as TKA or Pistols it should be 54, if you have 2 elite combat profs your 80.

all weapons are now combat level based, if your combat is high enough you can use it, except of course those that have Master Certs (NightSister ENERGY Lance - Master Pike)

As for armor: head to the Armorsmith forum, there is a complete post on what armor is now.

We all were thrown for a loop after the CU. If i am correct, your asking why you cant wear your armor? Armor was reveamped greatly so that each different typr of armor set can be uber. Thats is Bone armor doesn't have to suck and composite isnt the best. The quality of your armor depends on the level it was crafted in. Also there are three armor "types" : Assualt, which BH's and Pistoleers can wear, "Battle" which carbineers and a few other profesions can wear, and Recon which some other professions can wear (i am only positive about the Assulat and Battle armor and who it can be worn by because I am a BH and carbineer). Of each type, the energy and meele defenses of each is different. You should be able to "refit" your armor to the type you are certified to wear for your profession, and BTW buffs are gone, so no more having to get buffed to put it on, you can wear it 24/7.

I know this info is kinda patchy, but i myself am still gettting the hang of it.
